Was a victim of a Paypal chargeback scam (posted on /r/tf2 yesterday, and it hit the front page), scammer may now want to pay me back in Bitcoin.

I posted my story yesterday in /tf2, here: http://np.reddit.com/tf2/comments/326xa2/i_was_paypal_chargeback_scammed_for_4666_by_a/
It got quite a lot of attention, and as a result the scammer contacted me for the first time in 3 months.
Long story short, he scammed me for close to $5k, and now wants to repay me. I was in the process of filing charges against him, and told him if he could come to a solution by Monday, I wouldn't.
So today he tells me that his father is willing to loan him the money, and now it's just a matter of figuring out how to pay (that is if this isn't just another BS story to buy time). I want to use a method that is zero risk for me, but also something that I won't have to wait awhile to know I'm actually getting paid back (in the case he's just trying to buy time again). Bitcoin seemed like the perfect option, but I don't know if he'll be able to buy $5k of it easily (with a credit card) to be able to send it to me.
I'm open to more than just Bitcoin, I just want to figure out a safe way to bring this to a resolution. I figured if it were possible with Bitcoin, this would be the place to ask to figure out how to get it done.
(I just got myself a wallet (Bitcoin Core) in case that is the route we go).

Recently got an email from PayPal about their policy updates that'll go into effect on March 29th, 2017.
I took a look at the full list of changes and noticed this:
"We are updating the list of items that are not eligible for Purchase Protection. The updates to the list are:
Full policy update document
From what I understand, this will mean that sold bitcoins ("financial products or investments") on PayPal may be ineligible for disputes ("Purchase Protection"), opening up a huge new avenue for easy bitcoin acquisition.
Currently, the chargebacks for sellers of Bitcoin seem to be in a grey area not specified on the buyer protections page.
Maybe I'm totally wrong and someone with more knowledge of PayPal policy could help us out here. It would give the mainstream an easy new onramp to Bitcoin!

Sex toy seller hates PayPal, loves Bitcoin. His own statements show >10% refund rate. No wonder he wants chargeback-proof Bitcoin, it would save him almost $8k per month in refunds alone

In the post he attaches screen shots of paypal activity for 2014.
Overall refunds represent 13.8% of sales which seems pretty darn high. It looks like this is a high-risk business that should be subject to high fees and should large reserve requirement with paypal.
Somehow this guy's poor business performance is the fiat banking system's fault. I suppose the 14% of his customers demanding refunds are probably someone else's fault as well.
Clearly the solution is widespread bitcoin adoption, which would allow this seller to pocket an extra $8k each month from the customers he shafted (forgive the pun).

Chargebacks, PayPal, Bitcoin, oh my

Why is there such an unholy grudge against Bitcoin donation in the community? I'm amazed that more people aren't even attempting to solicit donations via the Bitcoin route. Sites like Coinbase (no, I'm not on the payroll) should make Bitcoin donation so much more straightforward. Before everyone howls at me, YES, it requires providing bank account information in order to buy bits with actual cash. With a $1 minimum BTC purchase, the donator can also just buy the exact amount they want to donate. And if it seems like a tough sell to the donators, why can't it be justified not only on the grounds of avoiding chargebacks, but allowing their dollar to go farther. "If you truly love the stream, please take the extra step to ensure I get all of your donation" kind of thing. Or even "let's thwart PayPal together." Depending on the kind of PayPal account you use to accept donations and the average size of donations, PayPal gets 3%-10% of your total donations. My gaad. I believe accepting donations via Coinbase is free until you make $1M total, then they start taking 1%. Thoughts?
EDIT: The main reason I brought this up is that I caught the news item in January that Coinbase had just become the first government-regulated BTC exchange. However, this was the company's own verbiage, and later stories seemed to indicate that actual state regulators were refuting this claim. So, the piece of legitimacy that I thought might bring Bitcoin out of the dankest dungeon seems to have actually been ...not. Legitimate.

I am writing to ask if anyone out there has had this problem and switched to a different payment service because of this.
I run a small e-commerce and have recently come into a lot of chancers who file a dispute over paypal in the hope of keeping the items and money. It is extremely frustrating and during the 2 weeks or so everything comes to a halt while i have to work on proving to paypal my innocence. It is so annoying.
My question then is should i try a different method of collecting payments, such as Bitcoin? What about MoneyGram and Skrill? I want a service provider that will not help dispute chancers or chargebacks. But my other worry is that so many customers rely on Paypal that me switching will lower my sales. ARRRR so frustrating. If anyone has experience in this or know about Bitcoin, Moneygram or Skrill, let me know please!!
